transpromotional statements and the ComEd rate hike freeze

ComEd’s 22% electric rate increase in Illinois was blocked by the Illinois legislature. So, what does that have to do with transpromotional documents?

ComEd has long used their statement as an advertising vehicle, mostly by placing inserts into the statement package. This behavior is pretty common with utilities, recouping their statement expense by including some standard color inserts in all pieces.
